class. >> my initial response is discuss. >> she's seen this video and says it happens more often than you think. >> -- there's no stability. they don't respect the adults who are trying to deliver a lesson, and this is the battle we fight. >> to counter it, english encouraging teachers to report this to school police administration and the teacher's union. in this case the substitute did in the file police charges but chose to let the administration handle it. the administration declined an on camera interview but did tell us interest was -- there was an investigation and at least one of the students was disciplined, although we were not told how. >> i think it happens every day. we ask teachers to file a

complaint with us. fill out the forms so we can keep or own records. we believe it happens every day. >> reporter: making bullying not just a child issue but a brought -- broader social and generational one. brian kuebler, abc2 news. >> baltimore city schools confirms the video was taken the same day it was uploaded to youtube. the administration disciplined that student two days later. >> tonight at 11:00, we are taking a closer look at bullying in social media. sherrie johnson talks to see what they're doing to stop it. er that daughter was bullied on twitter for a year. grace was hurting so much. she took her own life.

their report card. at the bottom of the class, delegate don dwyer who was given a grade. we visited his office in annapolis after repeatedly asking for comment asking why he voted against bills that would create a foreclosed property registry, a financial education commission and give the state more power to regulate. although dwyer wouldn't talk, other lawmakers were happy to answer hour questions. >> if you can't stand here, defend the votes you make, then you don't belong in the business. >> reporter: he scored a 48%, which he says is flawed in both his math and methodology. it gave them equal weight to house votes. he says he won consumer awards and said he voted in favor of

the targeted bills. >> they would never give any consideration to many of the bills because they're conservative. i think they need to be called out. it's a flawed system. >> i think it's great. anne arundel delegate steve shoe said he would have done the report card differently. shoe, who also voted with the group five times said they need to include more bills to paint a more accurate picture. >> i don't stake the report card as mean spirited or with malice. i think they have esh eyes that are important to them and the scores are the scores. i supported the ones i support and oppose the ones i oppose and that's okay. >> reporter: the key bills voted in favor of the top priorities. 20 lawmakers, including shoe and seeingle all sported house bill

1374. that gives people facing foreclosure a chance to work through mediation. >> if this wasn't through that, i wouldn't be -- i would be one of the statistics. a job loss left this navy vet -- >> there's no law that says i have to keep my house, but thank god there are laws that are put in place for the people that really want to work. >> as lisa works to pay the bills, lawmakers will be laboring in the next session but will they be looking out for you? >> to get a better grade next year. this is important. we have to emphasize. this is one group's report card and it's subjective. they get to choose the criteria and the votes they consider are crucial. we have a breakdown of the bills
